What a carbon reduction plan actually is
It is the document UK central government buyers require from suppliers bidding for major contracts: a public statement of your net zero commitment, your measured emissions, your reduction target and the projects behind it, signed off by a director and published on your own website. If you searched for PPN 06/21, you are in the right place — that notice was renumbered PPN 006 in February 2025, and the plan this tool builds carries the current declaration.
The format is effectively fixed. The policy publishes a template, and its guidance accepts deviations only when everything the template asks for is still provided — so this generator does not improvise. The headings, the required sentences and the declaration are reproduced from the government’s published template word for word; what you type fills the slots that belong to you, and the arithmetic — table totals, the reduction percentage — is worked out so the plan is internally consistent.
Nothing is invented and nothing is pre-ticked. A figure you leave blank prints as a blank line, exactly as the government’s own template ships. Board approval and director sign-off appear only as you state them, on your dates. The document reads as your plan, because legally it is — the figures, the approval and the publication are your responsibilities, and this tool saves you the formatting, not the honesty.
Whether a plan is accepted is never ours to promise. Assessment is pass or fail, decided by the contracting authority. What this tool guards is the part that trips suppliers on paperwork: a stale notice number, a missing required category, a baseline story that does not hold together.

Questions people ask
Is PPN 006 the same as PPN 06/21?
It replaced it. PPN 006 was published in February 2025 under the Procurement Act 2023 and applies to procurements advertised on or after 24 February 2025; PPN 06/21 still governs procurements begun earlier under the old rules, so both numbers genuinely circulate. The substance is essentially unchanged, but the declaration now cites PPN 006 — a plan still citing 06/21 on a new procurement is the visible tell of a stale template. This generator cites the current notice.
Who actually has to provide one?
Central government departments, their executive agencies and non-departmental public bodies must ask for one on contracts worth over £5 million a year including VAT, where relevant and proportionate. The NHS goes much further: since April 2024 a carbon reduction plan is expected on every NHS procurement, at any value. And in practice main contractors cascade the requirement down their supply chains, so subcontractors get asked for one at any contract size.
What about Wales and Scotland?
Wales runs a near-parallel notice, WPPN 006, mandatory for Welsh Government bodies at £6 million and over including VAT — and it strongly recommends the same GOV.UK template this generator follows. Scotland has no equivalent mandate; its procurement guidance takes a different approach entirely, though many Scottish suppliers still need a plan for UK-wide frameworks.
What emissions does the plan have to cover?
All Scope 1 and Scope 2 emissions, plus exactly five named Scope 3 categories: upstream transportation and distribution, waste generated in operations, business travel, employee commuting, and downstream transportation and distribution. Figures cover UK sources, and one reporting period is used throughout.
We have never measured our emissions — can we still produce one?
Yes, and the government template says exactly how: state that your organisation has not previously assessed or reported emissions, and use your first reporting period as your baseline. Answer one question honestly in this tool and the plan handles that path for you, in the template's own terms.
Is the plan scored, or approved by anyone official?
No. It is a condition of participation — pass or fail, never scored or compared against other bidders' plans — and the pass/fail decision belongs to the contracting authority alone. No tool can promise that outcome, and anyone claiming their output is automatically accepted is telling you something the policy does not say. Board approval and director sign-off are yours to give, on your own dates.
Where does it have to be published?
On your own UK website, with a link in a prominent place on your homepage — the plan is your public document, not a tender attachment. Keep it reviewed and updated at least annually, within six months of your financial year-end; at bid time a plan counts when it has been published since the tender notice or within the preceding twelve months.
