Who actually asks for one
Not as many jobs as you would think, and that is worth knowing. We read 1,612 documents from 120 UK public tender packs, picked at random. Method statements and risk assessments appear in two thirds of them. Commissioning records appear in a quarter. A named inspection and test plan appears in one pack in forty.
What that number hides is where the demand really comes from. An ITP usually arrives flowing down onto you from somebody else’s quality system rather than in a public advert: an NEC contract, a highways job under the Specification for Highway Works, structural concrete built to a British Standard with execution classes, or defence work. You get asked because of the system the job runs under, not because of the size of your firm.
So a two-man specialist welding outfit on a bridge will produce one, and a twenty-man builder doing school refurbishments may go years without seeing the term. If nobody has asked you, you do not need one. The full guide explains what goes in one →
Running quality across every job?

Questions people ask
- Is an inspection and test plan a legal requirement?
- No. There is no UK law that requires one. What requires an ITP is a contract, a specification, or a standard the job is being built to, which is why two firms of the same size can have completely different answers. If nobody has asked you for one, you do not need one.
- Why is the acceptance column empty?
- Because it is not ours to fill. The required cover, fall or test pressure comes from your job's own drawings and specification, and it differs between two sites on the same street. Every row tells you which document to open; you bring the figure. A tool that guessed would be telling you to meet a requirement nobody actually set.
- What is the difference between a hold point and a witness point?
- Work stops at a hold point until it has been signed off. At a witness point you give the notice the contract asks for, and if nobody attends you carry on. The obligation at a witness point is giving the notice, not their turning up.
- Where do the suggested checks come from?
- A library of 28 tasks in the library across 7 trades, written around one rule: a check belongs where the evidence disappears. Anything covered up, buried, poured over or boarded. That is why groundworks and first fix carry most of them and painting carries none, because if paint is wrong you can see it.
- Is anything saved?
- No. Nothing is stored, nothing is sent to us, and there is no account. Print the sheet before you close the tab, because closing it loses the lot.
- Can I add my own rows?
- Yes, on any activity, and they sit alongside the suggested ones as equals. You can also edit or remove anything the tool suggests. It is a starting point, not a rule about how your job runs.
